Le gouvernement espère annoncer un nouvel investisseur KCM d’ici juin 2020

Le ministre des Mines, Richard Musukwa, affirme que le gouvernement espère annoncer qu’un partenaire stratégique prendra la relève des activités de la mine de cuivre Konkola (KCM) d’ici juin de cette année.
Et Musukwa a accusé que la mine de cuivre Mopani tente d’armer le gouvernement car il n’y avait pas de représentant du gouvernement invité à la réunion extraordinaire au cours de laquelle la décision de mettre la mine sur les soins et l’entretien a été prise.
Pendant ce temps, le président du Syndicat des travailleurs des mines de Zambie, Joseph Chewe, a révélé que le syndicat envisageait d’organiser aujourd’hui une manifestation contre la décision de Mopani de mettre la mine en charge et en entretien.
S’exprimant lors de sa première apparition dans l’interview dominicale de ZNBC, M. Musukwa a noté que le gouvernement s’attend à prendre une décision sur qui travaillera avec ZCCM-IH pour diriger KCM d’ici juin de cette année.
"Il n’y a pas eu trop de silence, nous allons de l’avant sur KCM et le liquidateur a jusqu’à présent très bien fait et nous pensons que nous devons nous assurer que nous devons très rapidement conclure sur un partenaire stratégique pour travailler avec ZCCM-IH et nous assurer que nous commençons à investir dans le développement et le soutien de notre force de travail qui ont travaillé pendant longtemps à l’appui de l’opération. Nous nous resserrons sur deux trois investisseurs, pas encore conclu, mais nous devrions aller plus ... faire des annonces à un moment opportun. Nous manquons de temps même nous-mêmes, alors nous espérons que d’ici juin, nous aurons quelque chose de positif. Nous étudions toutes les options pour créer la viabilité et la durabilité pour l’ensemble de l’opération sans prendre de risques pour aucune opération, alors nous examinons une vue d’ensemble », a-t-il dit.
Et le ministre a accusé Mopani essayait de se faufiler dans les employés et de licencier des travailleurs.
"Comment pouvez-vous faire confiance ... [ils essaient de se faufiler chez les employés, de licencier des travailleurs] certainement, c’est ce qu’ils essaient de faire et ce n’est pas une question de confiance, l’information est là pour nous de voir clairement. Tout d’abord, les premières raisons qu’ils nous ont dites sont différentes des deuxièmes raisons; et clairement, même la réponse avec laquelle nous sommes assis aujourd’hui ou l’autre jour de Mopani est évocée d’un schéma bien structuré et bien pensé depuis longtemps, pas un événement pour être à la mesure d’une force majeure », a déclaré Musukwa.
« C’est la méfiance qui existe parce que j’ai reçu un appel du PDG de ZCCM-IH qui m’a dit que notre représentant au conseil d’administration n’avait pas assisté à la réunion extraordinaire parce qu’il n’avait pas été informé, qu’il n’avait pas reçu de préavis. Etes-vous sûr qu’une décision aussi énorme puisse aller sans servir un représentant du gouvernement, par l’intermédiaire de ZCCM-IH, avis d’une entreprise aussi imminente si vous n’avez pas d’engagements suspects ? De toute évidence, c’est ce qui nous donne une impulsion à penser que Mopani ne signifie pas bien, Mopani veut promouvoir l’illégalité et je tiens à répéter que la décision que Mopani a pris est illégale et ils devraient arrêter le processus et devrait inverser toutes leurs entreprises qu’ils ont fait et suivre la loi. Ce qui est bien, c’est que nous sommes un gouvernement de lois, nous voyons lentement mais prudemment que les dispositions de la loi soient respectées.
Pendant ce temps, Chewe a déclaré que ses membres étaient prêts à tenir une manifestation aujourd’hui à la lumière de la décision de Mopani de mettre la mine Mufulira et Kitwe sur les soins et l’entretien.

Mines Minister Richard Musukwa says government is hoping to announce a strategic partner to take over Konkola Copper Mine (KCM) operations by June this year.
And Musukwa has charged that Mopani Copper Mine is trying to arm-twist the government as there was no government representative invited to the extraordinary meeting at which the decision to put the mine on care and maintenance was arrived at.
Meanwhile, Mine Workers Union of Zambia president Joseph Chewe has disclosed that the union is planning to stage a protest today against Mopani’s decision to put the mine on care and maintenance.
Speaking when he featured on ZNBC’s Sunday Interview, Musukwa noted that government expects to arrive at a decision on who will work with ZCCM-IH to run KCM by June this year.
“There has not been too much silence, we are moving on on KCM and the liquidator has so far done extremely well and we think that we need to ensure that we very quickly conclude on a strategic partner to work with ZCCM-IH and ensure that we begin to invest in development and support of our work force who have toiled for a long time in support of the operation. We are narrowing down on two three investors, not yet concluded but we should be going over… making an announcements at an opportune time. We are running out of time even ourselves so we are hoping that by June we should have something positive. We are looking at all the options to create viability and sustainability for the entire operation without taking risks for any operation so we are looking at an overall picture,” he said.
And the minister charged that Mopani was trying to sneak in employees and lay off workers.
“How can you trust…[they are trying to sneak in employees, to lay off workers] definitely, that’s what they are trying to do and this is not a question of trust, the information is here for us to see clearly. First of all the first reasons that they told us are different from the second reasons; and clearly, even the response that we are sitting with today or the other day from Mopani is suggestive of a well-structured and a well thought out scheme for a long time, not an event to commensurate a force majeure,” said Musukwa.
“That is the mistrust which is existing because I got a call from the CEO of ZCCM-IH who actually told me that our representative on the board did not attend the extraordinary meeting because he was not informed, he was not served with notice. Are you sure such a huge decision can go without serving a government representative, through ZCCM-IH, notice about such a huge impending undertaking if you have no suspicious undertakings? Clearly, that is what gives us an impetus to think that Mopani doesn’t mean well, Mopani wants to promote illegality and I want to repeat that the decision that Mopani has undertaken is illegal and they should halt the process and should reverse all their undertakings they have done and follow the law. What is good is that we are a government of laws, we are slowly but cautiously ensuring that the provisions of the law are followed.”
Meanwhile, Chewe said his members were set to hold a protest today in light of the move by Mopani to put the Mufulira and Kitwe mine on care and maintenance.
